Best virtual data room for small business: seven vendors and two free baselines sorted by how each bills

Seven virtual data room vendors and two free baselines sorted by how each bills, read from their own pages, with when a shared folder is enough.

Last materially reviewed October 31, 2026

Quick answerNo data room is best for every small business, so this guide sorts the vendors by how each bills: flat plans with seats included, per-user plans, plans priced by data volume or project, and enterprise rooms sold by quote. Check team size, document count and deal length first. A shared folder can suit a few trusted readers.
Papermark is likely to fit when

✓ Founders sharing a deck and a data room with many investors who want per-page view data

✓ Small advisory teams that prefer seats included in a flat plan over a fee for every user

✓ Technical teams that want to host the code themselves

✓ Anyone who wants to start on a free plan before paying for a data room tier

Important limitations

— Formal multi-party sales that need an enterprise vendor's project support

— Teams already standardized on Dropbox that want eSignature in the same account

— Founders sharing one document with a few trusted readers, where a shared folder is enough

— Teams that need a security report in hand before choosing, until the vendor supplies it

Best virtual data room for small business: sort by how it bills

No virtual data room is best for every small business. The useful sort is by how each one bills, because that decides what a six-month raise or a quick sale costs: flat plans with seats included, per-user plans, plans priced by data volume or project, and enterprise rooms sold by quote. Each group below is read from the vendor's own pages on October 31, 2026, with amounts left on those pages. The seven are Papermark, DocSend, ShareFile, Digify, Firmex, Ansarada and Datasite, and Intralinks appears where Papermark's pages mention it. Google Drive and Dropbox serve as the free baselines.

Flat plans with seats included

  • Papermark: Business and Data Rooms include three team members and bill each extra one. Its data room page says no plan charges per viewer. See the Papermark pricing guide.
  • DocSend: Advanced and Advanced Data Rooms list three users included, with lightweight and enhanced data rooms. DocSend is part of Dropbox, and Papermark vs DocSend sets the two side by side.

Per-user plans

  • DocSend Personal and Standard: billed per user per month. Standard adds multi-file sharing, video analytics and branding.
  • ShareFile: Advanced, Premium and Enterprise are billed per user per month with a three-user minimum. A separate Virtual Data Room plan is billed per user with a five-user minimum and lists permissions, audit trails, watermarking and NDA enforcement.

Priced by data volume, project or quote, and two to confirm

  • Firmex: a single-project data room with a fixed access window and a one-time fee, or an annual subscription for unlimited projects. The data you need sets the price, and both start from a quote.
  • Ansarada: a quote builder. A room is free to set up and prepare, and payment starts at go-live or 90 days after creation, whichever is first. Extra data is billed at peak usage, and plans change only at the end of a term.
  • Datasite: built for M&A, restructuring, financing and IPOs. Its home page shows a demo button and a free trial button and no price.
  • Intralinks: Papermark's pages list it among the vendors Papermark compares itself with. Confirm its plans on its own site.
  • Digify: its home page lists document sharing and a virtual data room with digital rights management, screenshot protection, dynamic watermarking and one-click NDA, plus a free trial. Read its pricing page for the billing unit before you compare it with the groups above.

Free baselines: Google Drive and Dropbox

  • Google Drive: viewer, commenter and editor roles, with folders passing their permissions to the files inside. One file can be shared with up to 600 email addresses. Activity view is a premium feature on some Workspace Business and Enterprise plans.
  • Dropbox: passwords and expiration dates on shared links, on the paid plans its help page lists.
  • Both suit a few trusted readers. For investors or buyers outside your circle, look for per-viewer tracking and permissions.

Criteria that decide the fit

  • People: count who manages the room, because seats drive flat plans and per-user plans differently.
  • Size and length: compare your document count and deal length with plan caps, such as a free plan's limit on documents.
  • Proof: NDA gating, watermarks, an audit log and a security report. The AICPA describes SOC 2 as covering security, availability, processing integrity, confidentiality or privacy, so ask what a report covers.
  • Hosting: ask where files are held and what each certification covers. Datasite's page names Microsoft Azure hosting and lists ISO and SOC 2 Type II claims, which are the vendor's own.
  • Exit: check renewal and notice terms before you pay. The startup data room checklist lists what to load first.
